Virginia-Highland Civic Association (VHCA) Combined Board and General Meetings are open to the public. The meetings are geared toward the purpose of creating community awareness of and increasing participation in VHCA and other Virginia-Highland events.
Monthly meetings are usually held at 7:00pm on the second Monday of every month at the Ponce de Leon Branch Library.

The Ponce De Leon Library is one of 33 branches in the Atlanta-Fulton Public Library System. The De Leon branch is one of ten libraries in the system that remains open on Sundays.
